The Independent Football Reform Commission (IFRC), convened by president of the Trinidad and Tobago Football Association (TTFA) Raymond Tim Kee, has adopted its terms of reference and begun work.
The members of the Commission are: Raoul John (chairman); Senator Elton Prescott, SC; Shaka Hislop; Patrick Raymond; Dr Sheila Rampersad; Brian Lewis and Dinanath Ramnarine. Jacqueline Burgess is serving as the Commission’s secretary. All members are serving gratis.
In a media release yesterday, the TTFA said the primary task of the Commission is to conduct an independent review of the governance, management and structure of the Association.
The Commission’s terms of reference are:
1. To conduct a critical assessment of and propose reforms to the existing governance, management and structure of the TTFA;
2. To prepare solution-based recommendations for the delivery of a comprehensive governance framework and management structure for the sport that addresses the needs of affiliate organisations and stakeholders;
3. To identify potential impediments to reform and strategies to overcome those impediments;
4. To review the statutes applicable to football in Trinidad and Tobago; and..
5. To prepare a plan to implement all recommendations and proposals, inclusive of a change management plan.
The Commission will hold consultations with key stakeholders in Trinidad and Tobago. Stakeholders and members of the public will be advised of the dates, times and venues of the consultations.

The release said the Commission is expected to complete its task by March.
Commenting on the Reform Commission, Tim Kee stated: “This is all part of our mission to provide a transparent and collaborative system of reforming and enacting effective operations that respond to the needs and values of football in our country. It is a continuing part of the process of my intentions from the beginning of my tenure as president of the organisation, to bring reform and best practices to football in Trinidad and Tobago”.
